Justice Assistance Grant (JAG)
The Office of Justice Policy and Programs is the fiduciary agent and grant administrator for the County's major federal funding for law enforcement, prosecution, crime prevention and education, and technology improvement through the Byrne Justice Assistance Grant (or JAG).

PURSUANT TO SEC. 502 (3) OF THE FEDERAL OMNIBUS CRIME AND SAFE STREETS ACT OF 1968, THE FRANKLIN COUNTY OFFICE OF JUSTICE POLICY AND PROGRAMS IS HEREBY MAKING KNOWN TO THE PUBLIC THAT THE JOINT APPLICATION FILED ON BEHALF OF FRANKLIN COUNTY AND THE CITIES OF REYNOLSDBURG,WHITEHALL AND COLUMBUS, OH THROUGH THE BYRNE JAG FORMULA GRANT PROGRAM IS OPEN FOR REVIEW AND COMMENT. A COPY OF THE FY 2022 JAG APPLICATION TO THE U.S. DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE ASSISTANCE, IS MADE AVAILABLE FOR PUBLIC REVIEW AND COMMENT. A THIRTY (30) DAY OPPORTUNITY FOR PUBLIC REVIEW AND COMMENT WILL BEGIN ON AUGUST 15, 2022 AND TERMINATE ON SEPTEMBER 15, 2022.

Targeted Community Alternatives to Prison (TCAP)
TCAP is not currently open for new application submissions.
The Franklin County Office of Justice Policy and Programs (OJPP) is seeking applications for the Targeted Community Alternatives to Prison (TCAP).
The Ohio Department of Rehabilitation and Correction established the Targeted Community Alternatives to Prison (TCAP) program to reduce the number of persons convicted of nonviolent, non-sex related fifth degree felony offenses committed to state penal institutions and/or detained in and/or committed to local corrections agencies. Pursuant to authority in Sections 2929.34 and 5149.38 off the Ohio Revised Code, TCAP funding will support initiatives designed to offer community based services for individuals diverted from the prison system and/or at high risk for future criminal justice involvement. By authority of the Franklin County Commissioners and in agreement with the Franklin County Common Pleas Court and Franklin County Sheriff’s Office, TCAP funding is administered through the Office of Justice Policy and Programs.
Eligible applicants for the FY 2022 TCAP Solicitation include units of local government, non-profit organizations, and/or for profit treatment, workforce development, and housing providers applying in collaboration with a unit of local government and/or law enforcement agency. Projects to be funded by TCAP will provide services and programming for at-risk individuals residing in persistently distressed neighborhoods facing significant drug and violent crime challenges, with an emphasis on addressing social determinants of health and inequitable access to quality social services.

The Office of Justice Policy and Programs administers the Title II Juvenile Justice funds intended to reduce delinquent behaviors in minority youth, reduce minority youth arrests, and/or reduce disparity in the juvenile justice system. Through our advocacy, programs are also able to submit applications which support services for LGBTQ youth at risk for juvenile justice involvement.
S.T.O.P. Violence Against Women (VAWA)
The Office of Justice Policy and Programs is the fiduciary agent and grant administrator for the County's Violence Against Women Act (VAWA) funds which is intended to improve response and to enhance services for victims of domestic and sex crimes by law enforcement, prosecution, victim services organizations, and the courts. Projects to be funded by VAWA include victim and anti-stalking advocates in the courts, City Attorney, and County Prosecutor's offices, domestic violence warrants enforcement and detectives in the Sheriff's office, sexual assault and trauma care, victim advocates, sexual violence advocacy training, safe exchange for shared custody, and specific outreach to the Hispanic and Somali communities.
